Gated Communities and Gated Private Commercial Properties

A recent change to the Florida Fire Prevention Code (FFPC) requires the installation of an electronic universal gate access system at existing vehicular entry points of all gated residential and commercial properties.

Consequently, on May 6, 2024, the City Commission adopted Ordinance No. 2024-07 to comply with these Broward County Local Fire Code Amendments (to the FFPC) that were approved by the Fire Chiefs Association of Broward County (FCABC). The universal gate access system, called Click2Enter, now mandatory in Broward County, is designed to ensure timely access to gated areas, allowing rapid access to the Closest Unit Response (CUR) fire rescue agency.

Universal Gate Access System Frequently Asked Questions

 

Q. What is the Universal Gate Access System?

The Universal Gate Access System is a radio-controlled system that is programmed to grant emergency rescue units with keyless, rapid access to gated areas. In April 2023, the Fire Chiefs Association of Broward County approved local amendments to the Florida Fire Prevention Code (FFPC), that requires that all gated properties in Broward County install at all vehicular gated entry points to the property, an electronic access system that is universal to Broward County.

 

Q. Why is a Universal Gate Access System needed?

Implementation of the Universal Gate Access System is necessary to facilitate the City’s participation in Broward County’s Closest Unit Response (CUR) program.  The CUR program was established to improve the response times of high-priority emergencies by automatically dispatching the closest available fire or emergency medical services unit, regardless of jurisdiction. Q. Who must install the Universal Gate Access System

The Broward County Local Amendments to the Florida Fire Prevention Code (FFPC), Section F108.9.3, states, “All new and existing automatic entry gates installed in either commercial or multifamily communities shall be provided with a universal access system, approved by the Fire Prevention subcommittee of the Fire Chiefs Association of Broward County, to allow rapid entry.” This means gated communities of Homeowners Associations (HOAs) as well as privately owned commercial properties with automated gates.

 

Q. What is Click2Enter?

Broward Fire Chiefs Association has selected a product called Click2Enter, as the authorized equipment for the Universal Gate Access System. Click2Enter is the brand name for a specific gate access system, that is manufactured by Click2Enter Inc. Find authorized dealers.  More information on the Click2Enter product

 

Q. How does it work?

A Click2Enter transmitter must be installed and maintained, at the Owner’s/Association’s expense, at all new and existing automatic entry gates to multifamily residential developments and commercial communities and properties within the City.  Fire rescue units will be equipped with a mobile or portable radio transceiver.  The responding emergency unit must click their radio transceiver while in close proximity to the transmitter to activate the Click2Enter system and be provided with immediate gate access.

 

Q. Does the Click2Enter system replace the other legacy remote control entry system already required by the City of Weston.

No.  Click2Enter will not replace the existing remote-control access system used by law enforcement, public works, and authorized contractors working for the City.  Remote-control access for non-fire personnel must be installed and maintained, in addition to the Click2Enter Universal Access System.

 

Q. What is the installation deadline for properties and communities with existing gates? 

Pursuant to Section F-108.9.3 of the Florida Fire Prevention Code, all existing automatic entry gates must have the Click2Enter Universal Access System installed and fully operational no later than May 30, 2025.

 

Q. What if the deadline is not met?

It is crucial to adhere to this deadline to avoid potential code violations being issued to the property owners.

 

What is needed to install this equipment to comply with new requirements?

Property owners and Homeowners Associations will need to contact an authorized Click2Enter dealer for information on  cost, time to install and other details. Please note, all applicable City of Weston permits must be obtained prior to the start of any physical work by an owner’s contractor.
